Research Title:  DRCR Protocol J - Lucentis, TA Laser for Proliferative Retinopathy and Diabetic Macular Edema

Description:  To determine if Lucentis, TA and/or Laser is effective in the treatment of Proliferative Diabetic Retinopathy and Diabetic Macular Edema.  Group A:  Lucentis at baseline with Focal Laser or PRP, Group B:  TA preservative free at baseline with sham at 4 weeks with Focal Laser or PRP, Group C:  Sham at baseline plus 4 weeks with Focal Laser or PRP
